They mention that Liesel's father was a Communist - there is a good chance that her mother was too. They sent Communists to concentration camps. Given that, and the fact that Liesel's mother was sick, there was a good chance that Liesel (and her brother) would either be orphaned or sent to a concentration camp shortly. The subtext is that the mother knew this, and found better living conditions for them. It was a smart move, since the scene where she does not respond to Liesel's letters hints that she has either already died or been sent away.
